Teachers’ skills and competences in the city of Ventspils

Terms of Reference: PROVIDUS was required to make a survey of the teachers’ professional and informal competences, as well as of their attitudes towards the changes in the national education system, based on the teachers’ self-evaluation. PROVIDUS designed survey tools (questionnaire and interviews) and implemented the survey in all schools of the city of Ventspils. On the basis of survey data, PROVIDUS developed recommendations for in-service training priorities and identified sources of expertise for in-service training in relevant areas.

Main Activities and Outputs:

PROVIDUS experts:

  1. Studied the previous surveys of teachers’ competences in the city of Ventspils and the available data regarding the attendance of in-service courses;
  2. Interviewed school directors (head teachers) in Ventspils schools;
  3. Prepared a questionnaire and carried out a representative survey in Ventspils schools;
  4. Did a statistical analysis of the survey data and provided interpretation of the data;
  5. Prepared a Report for the client outlining the areas where teachers’ attitude towards the changes and challenges in the school system may indicate problems in the teachers’ training/ motivation, and areas which require additional support from municipal educational authority;
  6. On the basis of the Report, prepared Recommendations for in-service training priorities and identified sources of expertise for in-service training in relevant areas;
  7. Discussed the Report and the Recommendations with the client.
