Training in Advocacy for Public Benefit NGOs in Latvia

Project Timeline: Preparation: March 8 – 31, 2006, Implementation: April 7 – May 10, 2006

Terms of Reference:

Experts were required to design and conduct training seminars throughout Latvia for local/small NGOs engaged or wanting to become engaged in public benefit advocacy activities.

The training process included:

  • Presentation on theory and practice of advocacy for public benefit issues;
  • Managing working groups and follow up analysis on project ideas involving advocacy activities for public benefit; assessment of chosen methodologies, activities and anticipated risks in policy process.

Main Activities and Outputs:

Preliminary analysis of national and local experience of non-governmental organizations in policy analysis and advocacy (e.g. reports, research reports, policy papers) and existing regulations on public participation in policy process on national and local level (laws and regulations); definition and identification of best practices; preparation of training material and handouts, conduct of 5 training seminars (up to 20 participants each) throughout Latvia.
