On-line public consultation on National Development Plan

Terms of Reference/Context:

The National Development plan (NDP) is one of the key national policy planning documents of Latvia, developed for time period of 2007-2013, coinciding with the next programming period of EU Structural Funds. The relevant Ministry conducted a large-scale public consultation on the draft of the plan throughout the country over a 3-month period. The on-line consultations using the advanced technical capabilities of the public policy website politika.lv – the largest and most popular policy resource in Latvia, functioning institutionally within PROVIDUS – was an innovative part of the overall consultation process, developed in close cooperation between the Ministry, PROVIDUS experts and the website team.

Main Activities and Outputs: The main activity of the project was designing and implementation of on-line consultation of the NDP within the public policy website politika.lv.  Specific activities included:

  1. Assessing client’s needs and advising on which part of the NDP and how can be most appropriately discussed on-line;
  2. Preparing/choosing of public consultation sub-themes and main questions;
  3. Identifying target group and inviting participants;
  4. Selecting and publishing/linking on-line of all relevant background information, commissioning opinion articles and conducting interviews to get expert input;
  5. Organizing the launch press conference and promotion activities;
  6. Moderating discussion and reformulating ideas in the format of proposals for improvement of the text of NDP, opening new discussion forums;
  7. Summarizing the results of the consultation and presenting them to the Ministry.
