Training in Public Policy Monitoring for Mongolian NGO`s

Project Timeline: Preparation: February 1 – 21, 2006, Implementation February 21 – March 1, 2006

Terms of Reference: Experts were required to:

  1. Plan and prepare the schedule of the training;
  2. Plan and prepare the schedule, contents and handouts of the training;
  3. The training process included:
    1. A full day lecture on kinds and methods of monitoring of the public policy process for all participants;
    2. Seminars and follow up analysis for separate working groups on monitoring methodologies, preconditions and risks in specific areas of policy process (including social services, judiciary, public procurement, budget procedure, licensing);
    3. Set of individual consultations with participant organizations, addressing both technical and substantial issues related to preparation and management of a monitoring project.

Main Activities and Outputs: Preliminary analysis of local documents (e.g. reports, research reports, policy papers, draft laws) and existing regulations; analysis and adaptation of local monitoring experience; interviews with local experts of specific fields of policy not covered by substantial research of PROVIDUS; preparation of training material and handouts, conducting training sessions and consultations as well as a follow up/ evaluation meeting with the local project team.
