Director, Centre for Public Policy PROVIDUS

Establishment and management of the leading policy think-tank in Latvia

1996 - 2003

Executive Director, Soros Foundation - Latvia

Responsible for managing Latvia’s largest private grant-making institution, with grant making
during the period exceeding 30 million USD. Designed and operated major programs in
non-governmental organization development, internet development, education reform,
prison and police reform, mental disabilities advocacy,  anti-corruption, and capacity
development of the local policy community.

1995 - 1996

Consultant, Latvian National Human Rights Office

Provided institution-building expertise during the start-up phase of a new government
institution – an independent human rights office with ombudsman functions.

1994 - 1995

Minister of State Reform

Served in a Cabinet-level position with the portfolio of public administration reform and
local government affairs. Major policy work included: design and introduction of a civil
service system, establishment of a School of Public Administration, redesign of the decision-making
process of the Cabinet, drafting and introduction of legislation on access to information
and conflicts of interest.
